Can you someone clearly articulate why the rezoning may displace people? How can a cap and an attempt to preserve the character of the neighborhood lead to what the activists fear? I just don't understand the connection.
It has never been clearly stated in any of these articles - do the reporters even try to dig beyond the press releases?
